Test and Evaluation Engineer: support numerous program offices; proficient in the integration of mature technologies into tailored, cost-conscious programs. Develop program’s Test & Evaluation strategy, approach, process, schedule, and resource requirements. Manage the implementation of an evaluation methodology and framework for product/system under test. Work in a collaborative environment with product managers, logistics, contracting, and multiple external Government organizations. Day-to-day management of test activities at major test site(s) including resolution of test execution issues, chairing of daily test update meetings, management of contractor on-site PM test representatives, tracking of test progress, etc. strong writing skills to generate scopes of tests, Test and Evaluation Master Plans (TEMPs), schedules, and to assist in generating technical documentation in support of Milestone Decisions and Material Release. Working knowledge of program management (program planning, execution, risk management, configuration management, metrics, earned value systems, issue resolution). 4-yr. Bachelor engineering degree required.
IT/Software Project Manager; assist in setting team priorities; create training and/or workshops to reinforce Agile learning and methodologies; lead business process improvement efforts; experience creating PMP artifacts; provide and perform quality assurance checks on project artifacts and deliverables; hands-on SCRUM methodology experience; plan, direct, coordinate, and monitor activities of multiple project teams involved in the analysis, design, development, implementation, maintenance and support of IT initiatives. Collaborate with others to define project scope and objectives, identify required skills and resources for the project team, develop detailed work plans, and provide project status at multiple levels of management. Anticipate and identify project issues and risks, recommend solutions to senior management. Work with IT infrastructure, requirements, application development, security and compliance, business processes, organizational change, and operational support. Some responsibilities may be similar to a Scrum Master. Required Skills: 2+ experience working in an Agile environment; 3+ years of project management experience (PMP certification a plus); Bachelor's degree in computer science or related technical discipline desired; 8+ years overall IT experience with significant experience in software development; 5+ years of experience managing software / application development projects; 3+ years Agile / Scrum experience; experience with both traditional waterfall software development processes and Agile / Scrum methodologies; proficient in Microsoft Project and Office; experience managing projects with a variety of technologies, platforms and development languages (AS400, Java, .NET, etc.) a plus; experience with Atlassian / Jira / Confluence a plus; manage multiple concurrent projects, activities and tasks under time constraints; interface with executives and stakeholders regarding issues of project scope and status; facilitate productive meetings and drive outcomes; solve problems, determine appropriate actions and complete projects with minimal direction.
Systems Engineer: support one or more program offices; use military experience and a broad range of Systems Engineering principles to develop Mission Engineering products as part of a program team. Apply operational military experiences to systems engineering processes, methods and tools over an entire project/product lifecycle. Develop operational architectures and link operational architectures to system architectures; develop, review, and analyze CONOPS for emerging systems; assess DOTMLPF-P implications of emerging technologies; develop operational scenarios for use in live or virtual simulations; and represent the viewpoint of the user in technical development meetings in coordination with the capability developer. Excellent interpersonal and communication skills, and ability to successfully execute several program efforts simultaneously. REQUIRED EDUCATION/SKILLS: Familiar with Systems Engineering (or related technical) experience; experience in working in complex matrixed organizations interfacing with multiple agencies/departments; familiar with the Army Acquisition Process; operational US Army Experience within the past 5 years; operational understanding of the employment of ground vehicles in combat environments at both the individual and collective levels; excellent analytical skills; excellent communication and interpersonal skills. DESIRED EDUCATION/SKILLS: BS in Engineering or related technical degree; 3 years of professional experience as a Systems Engineer; current US Army Reserve or National Guard service member in the grade O3 or higher; Research, Development and Engineering experience; experience in Scenario development (Live and/or Virtual) and large/complex training exercises (end to end planning, executing, and monitoring).
